VALORA's purpose is to help readers understand public power, public money, public records and environmental information through sourced civic reporting. Topics should be selected for public-interest value, source availability and editorial capacity.

Claims should be researched against primary or reliable sources such as official government records, court or tribunal records, election affidavits, audit reports, regulator notices, scientific studies, source documents and clearly attributed interviews. Anonymous sources are not allowed for factual civic reporting at launch. Anonymous source-like material may appear only in clearly labelled fiction, satire or creative material and must not be used as the basis for factual claims about real people or institutions.

Political and public-office records must distinguish verified facts, self-declared information, official records, allegations, pending cases, convictions, acquittals, dismissed matters, disputed material, editorial analysis and missing data. Use neutral labels such as alleged, pending, self-declared, official record, court-confirmed finding, acquitted, dismissed, disputed, awaiting verification and no verified public entry.

VALORA must not call a person guilty, corrupt, dishonest, criminal, fraudulent or equivalent unless a final official or judicial finding supports the exact wording. No real political or environmental record is considered verified unless manually reviewed.

Opinion, analysis, fictional work, satire and speculative writing must be labelled separately from reporting. AI-assisted work is allowed only with human review before publishing. Quotations, environmental datasets and public-official records require human review before publication. Corrections should be accepted through the public corrections process and recorded transparently.
